The Office of Policy and Management has now given out $780,800 in grants to 16 municipalities for planning and technical assistance grants under the HOMEConnecticut program. Twenty-two cities and towns have applied for the grants and 16 have been approved. None have been denied and more than 40 applications are expected by the end of the calendar year. Those towns that have received grants, ranging from $35,000 to the typical $50,000, are: Beacon Falls, Bridgeport, Colchester, Darien, East Lyme, Ledyard, New Britain, New London, Old Saybrook, Oxford, Plainville, Plymouth, Simsbury, Wallingford, Westbrook and Windham. Those awaiting word are Canaan, East Hartford, Goshen, Norfolk, Sharon and Tolland. .............................. |

The median sales price of a single-family house in Connecticut has declined 8.3% during the first nine months of 2008 according to the Warren Group, a modest decline compared with two- or threefold price drops in other states. The median sales price statewide stood at $275,000, down slightly from $277,000 through August. The statewide decline was skewed by a 9.8% year-to-date decline in Fairfield County and an 11.2% drop in Windham County. The remaining six counties ranged from a 4% decline in Hartford County, which actually saw a 2% increase in September prices over a year ago, to an 8.3% decline in Litchfield and New London Counties. The modest decline of single-family home prices can be attributed to the general undersupply of housing in Connecticut, since demand for housing, and affordable housing in particular, exceeds the supply. Under the Affordable Housing Land Use Appeals Act, also known as 8-30g, towns that do not have at least 10% of their housing designated as affordable are much more limited in their ability to reject an affordable housing development proposal.
